Paragraph 84 - What it is and how Mesh can help


Paragraph 84 of the National Planning Policy Framework is one of the very few planning routes that allows new dwellings to be approved in the open countryside or on Green Belt land, and it is intentionally demanding.

Paragraph 84 – An Explanation


Paragraph 84 is designed to protect sensitive rural landscapes whilst allowing genuinely exceptional architecture in specific circumstances.


Successful proposals must clearly demonstrate:


  • Outstanding design quality
  • How the dwelling is embedded in its setting and landscape
  • Exemplary environmental performance
  • Why the dwelling could not be delivered through standard planning policy.


Paragraph 84 projects are typically bespoke, large-scale dwellings for private clients where architecture, landscape and environmental strategy are inseparable.

  1. Part O overheating assessments

  • Full Part O compliance, including TM59 dynamic thermal modelling where required
  • Passive-first mitigation strategies to protect design intent.
